Exercise utmost transparency in handling procurement activities-PPA boss charges practitioners



Procurement professionals and practitioners in the country have been charged to carry exercise utmost transparency in discharge of their duties.

They have also been asked to carry out all activities pertaining to buying and supply of goods and services in a judicious and non-discriminatory manner to help achieve value for money.


Mr. Agyenim Boateng Adjei, Chief Executive Officer (CEO) of the Public Procurement Authority (PPA) led the charge whiles addressing participants at the an event to launch the “Code of Ethics & Conduct for Procurement and Supply professionals and practitioners in Ghana”.

The code of ethics, an initiative of the Ghana Institute of Procurement and Supply (GIPS) which is being launched seeks to help all procurement professionals and practitioners maintain a high standard of integrity and probity in respect of the practice and supply profession in Ghana.

The event was held at the British Council Auditorium in Accra on Tuesday November 7, 2017.

It was graced by an array of dignified personalities from both private and public sector, management and staff of PPA, Council members of GIPS, procurement professionals and practitioners, students from tertiary Institutions among others.
Speaking at the launch, the CEO of PPA, Mr. Agyenim Boateng Adjei noted public procurement plays a vast role in the socio-economic development of countries, therefore the profession has to be given due recognition in Ghana to enable it play its strategic role through value addition and risk mitigation that will impact positively on Ghana’s economy.

He bemoaned the prevailing narrative of non-compliance and corruption exuded by most practitioners which has significantly contributed to the dent of image of the procurement profession, adding “this must no longer be entertained”.

He called on all procurement professionals to be bold and assertive in pointing out wrongful acts and respectfully submit their professional stance to their bosses when the need arises.

The PPA boss disclosed his outfit in its quest to attain professionalization of the procurement function within the public sector is championing the mandatory requirement for all procurement entities to establish functional procurement units which shall be headed and staffed by qualified procurement personnel as provided in Section 19 of the Public Procurement Amendment Act, 2016(ACT 914).

To this end, he warned all procurement officers and members of GIPS who misconduct themselves in their line of duties and found culpable of any “mis-procurement” through the PPA’s procurement audits, will be made to face sanctions as spelt in the GIPS Code of Ethics in addition to any other legal/disciplinary actions as permitted under our legal regime.

For his part, the President of the Ghana Institute of Procurement and Supply (GIPS), Mr. Collins Agyemang Sarpong noted the rationale behind the launch of the GIPS code of ethics emanates from its vision to assist its members in public and private sector organizations achieve value for money, promote high standard of integrity and probity in respect of the procurement and supply management practice.

“We at GIPS in recent times have positioned ourselves as the mouthpiece for excellence in procurement and supply performance in Ghana and want to assure that, irrespective of the level of disruption within the procurement and supply profession the core mandate has not changed and should be maintained hence, the development and promulgation of our code of ethics which will serve as a self-regulatory framework which will strictly be adhered to, to help achieve the value that ethical procurement and supply bring to the strategic growth of corporate organization and the country’s economy”. He added.


The GIPS President appealed to practitioners and professionals working within the procurement and supply sector of the country to quickly endeavor to join GIPS and signed unto the code of ethics to become dedicated and successful officers backed by a formidable local Procurement and Supply Institute.
